Jeff Cohen, Chairman, Co-Founder & CEO

The CEO and Co-Founder of Rice Cohen International, Jeff Cohen has been in the recruiting industry for 30 years and has been recognized as one of the top Executive Search professionals in the world. Jeff has successfully completed over the course of his career more than 300 C-suite searches along with hundreds of various retained searches ranging from Business Development executives to Vice President level. Jeff has been recognized by Recruiter.com as one of the “100 most influential people in the history of the Executive Search Industry.”


Jeff co-founded Rice Cohen Training and Consulting, the largest training firm focused on improving the skills of executive recruiters, managers and talent acquisition departments. “The 25 Common Traits of the Big Billers” was developed after interviewing over 400 top executive recruiters and has been utilized by over 2,300 companies worldwide. Jeff is extremely passionate about training and consulting and coached many executives throughout North America.

Jeff is a graduate of Pennsylvania State University. During a career spanning more than 8 years with an International Fortune 50 company he earned five promotions and received the prestigious “Executive of the Year” award. Jeff’s creativity, interpersonal skills and phenomenal leadership abilities led to a 63% increase in his region which resulted in his election to the executive committee.


Jeff resides in Newtown, PA with his wife and two sons and is very active in the community and is a board member with Plant A Seed, Inspire a Dream Foundation.


Kathi O’Neill, Managing Partner

Kathi has 25+ years of business experience working for companies ranging from startups to Fortune 100 companies. She has held various roles ranging from Sales to CEO and Chairman.


Kathi started her career as a “hunter” for a Fortune 50 company and became nationally recognized for her performance as a Sales Representative, Sales Manager and Branch Manager. She was one of the top 10 performers nationwide. Kathi was originally retained by Reuters Health as a consultant and shortly thereafter joined the team as a Business Development Executive. She became a healthcare domain expert and helped to launch emerging technologies liked Electronic Script Writing and Medical Records.


Along with three partners, Kathi went on to co-found two startup companies. In 1998 as the VP of Sales, Kathi helped to launch a new technology that displayed content based on the user’s entitlement. At the time, it was a patent-pending idea that is commonly used by social media sites today. The company was sold to a global life sciences company based in the UK.

In 2001 Kathi co-found Peminic who offered a platform technology that allowed clients to customize an application without the need for a programmer. Peminic was one of 10 companies that received a Series A round of venture investment and assumed the role of CEO & Chairman. As an ISV, Kathi outsourced her software development to an offshore entity who helped to build a disruptive technology that propelled Peminic to become an industry leader in patient safety, medical error tracking and claims management for the healthcare industry.


In 2008 Kathi assumed the role of President for the US medical device start-up, HealthPia. The company was the first entity to use convergence technology by combining a blood glucose meter built into a cell phone. It was the first device of its type to receive FDA approval and test with Tier 1 carrier platforms.



Kathi was asked to join Rice Cohen International in 2009. As the Vice President, Senior Vice President and now as a Managing Partner, she has helped to build and manages the firm’s Technology Practice.

Matthew Cohen, Managing Partner

In 2003, Matthew joined RCI as a Junior Recruiter, while simultaneously attending Penn State University where he obtained his B.S. Degree in Crime, Law, and Justice. After outperforming all expectations and receiving several successive promotions at RCI, Matt began to launch his career in New Business Development, as well as, building both BPO and Financial Services Verticals within Rice Cohen International. Because of his razor- sharp ability to find top talent for his clients, and his intrinsic understanding of his niche markets, Matt has become a go to person in his industry when a client is looking to fill a mid to C-level position.


Initially upon graduating from Penn State University, Matt was recruited by American Express to sell their Corporate Card to large organizations. After receiving several promotions and obtaining numerous awards for outstanding performance regarding new business development, Matt decided it was time to move back to the East Coast and accept a role as a Managing Partner for Rice Cohen International.


Matt specializes in the Business Process Outsourcing and Financial Services Spaces and has developed some of the company’s largest accounts.
